The standards set goals that a facility should achieve, define indicators of progress toward goals, identify the data that these juvenile facilities need to measure their progress toward goals, and help facilities plan and implement changes to make progress toward goals. The local model that underlies the standards project holds that all areas of operation affect all others and that the main aims of youth confinement facilities are to provide a safe setting for residents and staff and to protect the community. Evaluation of facility performance entails collecting data on the outcome measures, processes, and expected practices that relate to each standard. The project uses a total of 118 expected practices, 124 processes, and 79 outcome measures that generate 97 site report graphs. Chart
