The 1999-2000 annual report of the Scottish Prison Service (SPS) describes the activities and accomplishments of the service.
Abstract
The SPS mission is to keep those in custody committed by the courts, maintain good order in the prisons, care for prisoners, and provide prisoners with opportunities to exercise responsibility and prepare for release. With no major disturbances reported, there was also a significant reduction in the number of serious assaults on both staff and prisoners, which were of concern in previous years. A continued priority for the SPS is to reduce the number of prison suicides. The SPS revised their risk management strategy to improve the care of those at risk; a refresher training program was introduced, and an Inter-Agency Working Group was established to look at ways to improve the management of those processed through the criminal justice system. A revised drug strategy was developed concentrating on effective treatment for prisoners misusing drugs. An analysis of 22 prisons is presented with detailed information on escapes, staff and prisoner assaults, program completion, staff sick leave, and other facility developments. Additional information is provided on prisoner custody and management, staff recruitment, development and retention, and prisoner work programs.
