The fiscal year July 1, 1999 to June 30, 2000, was the fourth full year of existence for the Ministry of Justice. In the first 5 months of this year, the Ministry provided assistance to the Justice Sector Team of Ministers, which focused on early intervention, crime prevention, increasing police numbers, and improving sentencing. Over these 5 months, a Victims Rights Bill was prepared and referred to Select Committee; and a Bail Bill was prepared to give judges better information to assist in bail decisions and ensure that the victim has input for bail decisions. The Ministry also completed research on the needs of Maori victims and how to address them, and it hosted and analyzed a seminar on violent offending by Pacific youth. Public law achievements in this period also involved electoral law reform, legal aid, liquor law reform, and motor vehicle dealers. A major achievement in the latter 7 months of the fiscal year involved the Ministry's coordination of four comprehensive budget packages announced by the Government in Budget 2000. These budget packages pertained to crime victims, burglary, reduction in youth offending, and restorative justice.
