An effective collaborative relationship must first develop a philosophy of partnering, which includes: commitment, equity, trust, mutual goals and objectives, continuous evaluation, leadership, an open-ended and ongoing relationship, and timely communication and responsiveness. The paper describes a successful partnership that solved the problem of crime and violence at Bondi Beach, an unofficial venue for Christmas celebrations near Sydney. The Bondi Beach Community Safety Committee adopted a risk management strategy and engaged in a community strengthening process, including developing effective partnership arrangements. The article also describes an effort to break the drug-crime cycle. The attempt illustrates one of the difficulties in forming crime-prevention partnerships, in this case competition between a focus on community protection -- a goal of the criminal justice system -- and a focus on protecting the individual -- a goal of the health/welfare sector.
