This article considers what the Nigeria police may be in the year 2043.
Abstract
This article attempts to predict the general shape and character of the Nigeria Police Force in the year 2043 in two broad areas: continuities in policing; and changes that might or might not occur. The article attempts to enable the Nigeria police to anticipate and keep pace with changes so it can minimize problems, enhance its performance, and fulfill its proper role in society. Areas of continuity include origin and structure, modus operandi, financial and value considerations, patterns of criminal behavior, perceived role of the police, and political and constitutional factors. Areas of possible change include educational background and image, technological implications, role of women, private security organizations, and balancing State security and human rights. The article suggests ways to ameliorate the problems facing the Nigeria Police Force, including: (1) developing an efficient personnel selection procedure; (2) creating salary levels commensurate with, if not better than, those available to persons of similar qualifications in the private sector; (3) basing promotions on ability above seniority; and (4) confining their activities to enforcing laws against “serious” crimes, leaving morals, traffic, licensing, vehicle registration, etc. to other agencies.
