The Part I crime rate decreased for the second consecutive year, with a decrease from 55.1 per 1,000 population in 1998 to 49.5 per 1,000 population in 1999. The Part II crime rate for 1999 was 204.8 per 1,000 population, down from 210.3 per 1,000 population in 1998. This is the first decline in the Part II crime rate since 1993. Following an increase in violent crime reported from 1986 to 1996, violent crime reports have decreased for the third year in a row. Contributing to this decrease was a reduction in reported homicides, forcible rape, and aggravated assault. Property crime reports decreased by 9.8 percent from 1998, mostly because of the decrease in burglary reports. The Part I property crimes of burglary, larceny, and motor vehicle theft all decreased from the previous year. Arson reports increased by 8.3 percent. Total juvenile arrests increased by 21.5 percent. Reports related to illicit drug use increased by 14.5 percent in 1999. Total arrests increased slightly from 38,578 in 1998 to 40,646 in 1999.
