Abstract

In 1999 a total of 14,590 crime index offenses were reported by local law enforcement agencies, an 11.8-percent decrease from the 16,537 reported in 1998. The index crime rate per 100,000 population for 1999 was 2,301.3. The total number of reported violent index crimes (murder, rape, robbery, and aggravated assault) was 445. This was a 21.4-percent decrease from the 566 reported in 1998. Violent crime accounted for 3.1 percent of the total index crimes reported in 1999. Collectively, property crimes (burglary, larceny/theft, and motor vehicle theft) decreased by 11.4 percent, from 15,971 reported in 1998 to 14,145 reported in 1999. Property crime accounted for 96.9 percent of the total crime index offenses reported in 1999. North Dakota law enforcement agencies reported 30,258 arrests in 1999, compared with 33,548 arrests reported in 1998. Approximately 28 percent of total arrests in 1999 were arrests of juveniles; 51 percent of arrests for crime index offenses involved juveniles. Juveniles were arrested most often for liquor law violations, and adults were arrested most often for driving under the influence (DUI). The number of arrests for DUI was 5,179, a slight decline from the 5,187 reported in 1998. Arrests for drug offenses decreased 4 percent, from a 1998 total of 1,517 to 1,456 in 1999. Data are also provided on the number of full-time law enforcement employees. Extensive tables and figures
