Based on an empirical study of policing reforms currently being undertaken in three Lander, this study shows that community policing in Germany has involved the citizenry to a great extent.
Abstract
Depending on individual cases and the means used, whether citizen partnership or security guards, citizens are called upon to play an active role in partnership with the police. This circumstance raises a fundamental issue, however: Is this evidence of an increasing public concern about security within civil society, or is it evidence that citizens have an emerging view of social issues as requiring law enforcement action. 35 references
