Since 1944, Montreal's Urban Community Police Force has been engaged in a vast reform exercise aimed at establishing a community police force. These reform efforts have been based on the establishment of new territorial demarcations and the development of new systematic and cooperative problem-solving strategies. The goal of these efforts has been to improve the quality of police service rendered to the public. The findings of this article are based on the author's 1-month observation of the implementation of Montreal's community policing reforms.
