This article compares police reform in France with the community policing reforms in other countries.
Abstract
The descriptions and evaluations of community policing in a number of European countries reveal contradictory procedures and mixed results in terms of their effectiveness. The interpretation of the degree of proximity between the police and the citizenry, and vice versa, in matters of public security is in constant tension. These conflicts pertain to the selection of targets for peacekeeping in urban areas, i.e., priorities, repression versus problem-solving, or the identification of troublemakers.
