Commissioned by the Federation of National Education, its theme is well illustrated by the subtitle: Delinquent juveniles: educational priorities and acknowledging their individual responsibility. The most novel method -- developed at the national level -- was a series of biopics or life histories, created as a result of analysis of interviews with the young people and their families, as well as with different agency personnel and, where relevant, victims. Setting aside preconceived ideas and ideological pressures, which often hinder clear analysis of questions concerning delinquency, the research examines prospects of shifts in delinquent careers that could build upon measures and/or by the 1945 legislation as well as more recent initiatives. 14 references, 1 table, and 5 footnotes
