Portage County, WI, has developed a Sex Offender Intensive Supervision Program to accompany offenders' reintegration into the community while at the same time decreasing opportunities for them to reoffend. The program includes teams of supervising adults who are responsible to be present at any time a sex offender has contact with a child. Supervising adults can be clergy or church parish members, human service workers, teachers, etc., depending on when and where an offender's contact with a child will occur. The article describes the process of selecting and training supervising adults. It also presents terms of the supervising adults' contract stipulating their duties with regard to specific offenders, and the offenders' contract setting forth limits on their actions in the community and presenting their responsibilities to participate in training, counseling and rehabilitation programs, some of which require participation by members of offenders' families. The offenders' contract includes explanation of Wisconsin law regarding violation of probation or parole and the consequences of violation.
