This is a manual for use by students in the Hate Crimes Training Course.
Abstract
The Hate Crimes Training Course was designed for a law enforcement audience, and assumes a certain level of knowledge and sophistication on the student's part. The course includes an overview of hate/bias crimes and the involvement of law enforcement and policing agencies. It also reviews the history and nature of bias crimes; discusses bias crime indicators and offender typology; and examines legal issues, legislation, and statutes. The manual includes a table of State bias crimes statutory provisions compiled by the Massachusetts Office of the Attorney General. It presents guidelines for an effective response to bias crimes; discusses investigative strategies and collection and preservation of evidence; examines trauma experienced by individuals and communities victimized by hate crimes; describes community strategies and partnerships for coping with bias crimes as well as characteristics of effective first officer response; and reviews case studies. References, appendixes
