Three fundamental principles have governed the prison construction program: (1) prisoner security and efficient management are the first priorities; (2) the basic dignity of prisoners must be respected and protected; and (3) maximum physical separation between functionally separate prison units must be maintained. The Hermon Prison and the Hadarim Remand Center were two of the first projects completed under the accelerated prison construction program. The Hermon Prison is a minimum security facility with graduated standards of prisoner living accommodations. The Hadarim Remand Center is designed to hold two categories of detainees: persons remanded for long periods until the end of legal proceedings against them, and persons previously held in police cells due to lack of proper remand accommodations. 5 photographs
