The primary purpose of this handbook is to provide Virginia school administrators and other school personnel with a resource guide for determining what juvenile behaviors are proscribed under the Virginia Juvenile Code and how the juvenile justice system operates.
Abstract
One section of the handbook describes the organization of juvenile justice in Virginia, including the Department of Juvenile Justice, the functions of Court Service Units, sanctions used with juvenile offenders, and community-based programs. This section also provides background on the philosophy of juvenile justice in Virginia and the use of graduated sanctions. Another section of the handbook serves as a quick guide to the key elements of specific offenses and the penalties associated with each offense if committed by an adult, related reading, and space to enter the related local school board policy. A section on alcohol, tobacco, and other drug offenses begins with a listing of drugs covered by the Drug Control Act of 1970 and an overview of the elements of alcohol, tobacco, and other drug crimes within the Code of Virginia. Also discussed are school-related provisions, followed by alcohol-related offenses, drug-related offenses, and tobacco-related offenses. Another section addresses a broad range of topics, guided by specific Federal and State laws with which school administrators must deal on a daily basis. A section on confidentiality and student records focuses on school-court communications and the handling of student records, with information on the Family Education Rights and Privacy Act.
