This 1999 Annual Report of the Oklahoma Department of Corrections' Population Management Unit presents data and information from units and agencies that impact the offender population to document the inmate population growth rate in 1999; historical data show the dramatic increase in the offender population.
Abstract
Data encompass receptions, transfers/reclassification, and releases. On January 1, 1999, 4,782 beds were under contract with private prisons in Oklahoma. On December 31, 1999, 5,660 beds were under contract with private prisons, an increase of 878 beds. The total number of new receptions, including parole violators, was 7,367 -- 426 more than received in 1998. An additional 200 beds were added by new construction at the Joseph Harp Correctional Center. County jail contracts decreased to 17 counties/cities from 38 counties. The total number of county jail program beds decreased by 34, for a total of 486 beds. The Population Management Unit was changed to the Classification Unit on September 15, 1999, and was placed under the supervision of Patty Davis, Administrator of Classification and Programs. The mission of the Classification Unit is to legally receive, build, and accurately maintain records, uniformly classify and ensure movement of offenders in the system to the appropriate custody levels and programs to promote public safety, and provide a safe environment for staff and offenders through quality assurance.
