Under law, the Queensland Criminal Justice Commission (CJC) is vested with special powers to promote integrity in the Queensland public sector and an effective, fair, and accessible criminal justice system. The community is entitled to expect the commissioners and officers of the CJC to adhere to high standards of ethical conduct, both in the course of conducting their official duties as well as in their private lives. The introduction to the Code notes that the Code of Conduct provides an officer of the CJC with a set of guiding principles for determining the right or best course of action. Part I of the Code explains who must comply with it, when it applies, the consequences of breaches of the Code, whether misconduct should be reported by peers, where to go for advice on the Code, and who decides whether misconduct has occurred. Part 2 discusses obligations under the Code, how conflicts between codes of ethics are resolved, and how the Public Sector Ethics Act applies. Part 3 presents the guiding principles for implementing the following values stated in the Code: (1) respect for the law and system of government, (2) respect for persons, (3) integrity, (4) diligence, and (5) economy and efficiency. Under each of these principles, subsections detail the requirements for behavior under the values encompassed by the principle. A glossary is provided.
