The analysis revealed that 764,500 screening breath tests took place during 1999, 6 percent fewer than in 1998. The number of positive or refused tests declined by 8 percent to 94,100 in 1999. The proportion of positive or refused tests was 12 percent of the screening tests in 1999, a decline of 1 percentage point from 1998. Nearly one-fifth of the screening tests took place during December. The proportion of positive or refused tests during that month was 7 percent. The rates of tests varied widely by police agency area, from 520 per 100,000 people in Bedfordshire to 5,140 per 100,000 in Cleveland.
