This document presents background information, guidelines, and forms for applying to the Department of Health and Human Services for funds to support demonstration projects under the Adoption Opportunities Program that is the amended part of title II of the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978.
Abstract
The funds for fiscal year 2001 will support new projects in the Adoption Opportunities Program, Child Abuse and Neglect Discretionary Activities, Abandoned Infants Assistance, and building of the analytical capacity of State child welfare programs. Funds from the Adoption Opportunities Program support demonstration projects that help eliminate barriers to adoption and provide permanent loving homes for children who would benefit from adoption, particularly children with special needs. Funds from the Promoting Safe and Stable Families Program support research, training, and technical assistance and evaluation efforts to preserve families. Funds from the Child Abuse Prevention and Treatment Act support research and service demonstration projects to aid efforts to prevent, assist, identify, and treat child abuse and neglect. Funds under the Abandoned Infants Assistant act aim to prevent the abandonment in hospitals of infants and young children, particularly those exposed to a dangerous drug or with HIV or HIV exposure.
