The report also compares Ohio’s full service jails nationally on a number of factors related to capacity, cost, and staffing. The Bureau of Adult Detention inspected 94 full-service jails, 15 minimum-security jails, 106 5-day jails, and 37 8-hour jails in 1999. Ohio’s jails held an average daily population of 17,796 persons during the year. This number represented an increase over the previous year and a 34 percent increase since 1995. The 252 jails employed 252 fulltime correctional staff. Daily costs increased during the year. Inmate suicides decreased from 14 in 1998 to 10 in 1999; escapes increased from 37 in 1998 to 43 in 1999. Two hundred five assaults by inmates on staff were reported, mostly in full-service jails. Compliance with the Minimum Standards for Jails in Ohio for each jail classification remained consistent overall. The report also provided comparisons with national data.
