This article describes the development of pretrial services in Los Angeles County jails and describes the 11 programs of the Pretrial Services Division of the Adult Special Services Bureau of the Los Angeles County Probation Department.
Abstract
The program of release on their own recognizance that began in 1963 has evolved into a Division that encompasses 11 separate programs. Some programs are not traditional programs. Some are joint ventures and involve other county agencies. Others include private vendors who work in conjunction with pretrial staff. The Pretrial Services Division has nearly 300 budgeted employees and services defendants throughout the entire criminal justice process, from the time of initial booking to after sentencing. The 11 programs in pretrial services are bail deviation, own recognizance, pretrial supervision, early disposition, drug court, civil name change, electronic monitoring, work furlough, county parole, juvenile and adult alternative work service programs, and the adult compliance team.
