The Atlanta Department of Corrections and other criminal justice agencies located in and around metro Atlanta have an opportunity to form the first comprehensive partnership for the mitigation of large emergencies that might otherwise challenge or exceed the capacity of a single jail agency. As the agencies work together to create a mutual aid network, they will develop a plan that details the action steps and implementation strategies that will be paramount in implementing mutual aid. The development of the mutual aid network will solve a number of problems that relate to the lack of comprehensive policies and procedures in all the institutions that comprise the compact. A Mutual Aid Planning Committee develops operational plans for mutual aid and administrative procedures. This article outlines what such operational plans should include as a minimum. A mutual aid agreement will provide guidelines by which each agency may provide emergency assistance to other partners. The terms of the agreements will address 11 emergency components where aid can be provided: emergency transportation; detention; logistical support; weapons/ammunition/chemical agents; perimeter security; escape hunts; medical support; hostage negotiations; food service support; disturbance control team; and financial reimbursement.
