The Polk County (FL) Sheriff’s Office established a fast-track hiring process in January 2000 to speed the job application and hiring process to meet the challenge of staffing a new detention facility while dealing with normal personnel attrition and lengthy applicant processing times.
Abstract
The agency recognized that its processing times were unacceptable. It enlisted the Graduate Studies Division of the University of South Florida in Tampa to analyze its application and hiring procedure. The first step in implementing the fast-track process was to accept only complete applications submitted personally by the applicant to the human resources division. This process enabled staff to interview candidates the same day that they submitted applications and to inform them immediately of their eligibility for employment. A staffing specialist immediately completed preliminary qualifying checks prior to the interview. The agency also initiated the background investigation immediately and limited employment references to the past 10 years. The human resources director reviewed the application package for compliance with eligibility requirements, hiring standards, and employment laws upon completion of the background investigation. The new process has reduced by 45 percent the time elapsed from issuance of a conditional offer to final hire. Fifty percent of the applicants hired involved processing times of 30 days or less. The agency expects that further refinements will enhance its ability to attract and retain competent, motivated employees. Photograph and reference notes
