Abstract
The Plan outlines the roles and responsibilities of all State agencies, special districts, and local governments in times of a disaster. It coordinates response and recovery activities with voluntary organizations active in disasters and the business community. The Plan unifies the efforts of these groups for a comprehensive approach to reducing the effects of an emergency or disaster. It parallels Federal activities set forth in the Federal Response Plan, and describes how national (Federal and other States) resources will be coordinated to supplement State resources in disaster response. The Plan is divided into three basic sections: The Basic Plan, Emergency Support Function appendices, and several Hazard Specific annexes. The Basic Plan section outlines in general terms how the State of Florida would assist counties in responding to, recovering from, and mitigating the impacts of a disaster. The Basic Plan contains sections that address such areas as the responsibilities of the various levels of government, method of operations, financial management policies that will be adhered to in an emergency, and continuity of government. It also contains a section that addresses recovery issues to ensure a rapid and orderly implementation of rehabilitation and restoration programs for persons and property affected by a disaster. The Emergency Support Function appendices describe the roles and responsibilities of each of the 17 Emergency Support Functions. This structure is patterned after the Federal system outlined in the Federal Response Plan. The Hazard Specific annexes are the Radiological Emergency Management Plan, the Terrorism Incident Response Plan, and the Emergency Response Team Guidelines for Wildfire Operations.
