This Incident Annex presents an outline of the Federal Government’s responsibilities to prevent, preempt, and/or resolve a threat or act of terrorism through its Federal Response Plan (FRP) for the purpose of ensuring that the FRP is adequate to respond to the consequences of terrorism within the United States and involving weapons of mass destruction.
Abstract
The United States Policy on Counterterrorism, under Presidential Directive 39, sought to reduce the Nation’s vulnerability to terrorism, as well as deter and respond to terrorism, and strengthen detection capabilities, prevent, defeat, and manage the consequences of weapons of mass destruction (WMD). The Federal Government’s Federal Response Plan (FRP) is tasked with responding to the consequences of terrorism within the United States including those involving WMD. The scope of this annex applies to all those threats or acts of terrorism within the United States that have been determined to require a FRP response from Federal agencies such as the FBI, the Federal Emergency Management Agency (FEMA), and the Department of Justice. The outline is divided into eight sections: (1) Introduction; (2) policies; (3) situation; (4) concept of operations; (5) agency responsibilities; (6) funding guidelines; (7) references; and (8) terms and definitions.
