This article presents the strategic components and methods necessary for police managers and administrators of rural and suburban communities to increase opportunities and successfully acquire grant funding.
Abstract
Due to the accessibility of trained staff and resources, large urban police departments are typically more successful at acquiring grant funding. However, smaller police departments, such as those in rural and suburban areas, have the potential and ability to pursue and acquire grants. To increase perspective opportunities, 11 basic steps are presented and described to assist in the grant application process: (1) target funding with a timely application for funds; (2) involve a grant consultant and grant evaluator to ensure the application contains goals and objectives; (3) the development of a strategic and tactical plan to meet the goals of crime fighting and crime prevention; (4) apply a community and problem-oriented policing approach; (5) establish a statement of the problem or needs assessment; (6) develop a working hypothesis statement; (7) state and define targeted goals and objectives; (8) write specific objectives that quantify, measure, and constitute specific tasks, conditions, and standards for the grant; (9) formulate traditional and non-traditional remedial responses; (10) develop working plans to identify steps and procedures; and (11) evaluate methods. The improvement of grant skills can be most beneficial in police managers meeting the mandated compliance requirements.
