This plan outlines the organization and implementation of Alaska’s Emergency Alert System (EAS).
Abstract
This plan is a guideline for Alaska broadcasters, cable television operators, and State and local entities authorized to use EAS. The intent of the plan is to determine mandated and optional monitoring assignments, codes to be used in the EAS Header sequence, schedule of the Required Monthly Tests (RMTs), National Weather Service/National Oceanic Atmosphere Administration Weather Radio participation, and any other elements of the EAS that are required. This Plan is an adjunct to the FCC EAS Rules. It is not meant to be a summary of those rules. The plan is divided into 10 parts. Part 1 includes the intent and purpose of Alaska’s emergency alert system plan. Parts 2 through 10 include information on the state of Alaska’s communication committee, the organization and concepts of Alaska’s State emergency alert system, authentication, emergency alert system protocol, system tests, system scripts, system State and local activation, system procedures, and system guidance for originators of emergency alert system alerts.
