The goal of the Colorado Emergency Operations State Emergency Plan Basic Guide (SEOP) is to identify the roles, duties, and actions of the State government in disasters.
Abstract
The SEOP gives direction to State agencies and volunteer agencies in responding to emergencies or disasters. It defines emergency response procedures, responsibilities, lines of authority, and continued operation of the government. This basic plan reviews the roles of responsibilities during an emergency in Colorado of the governor, the Office of Emergency Management, State departments, local governments, the Federal Government, and volunteer and private organizations. A matrix indicates the lead and supporting organizations for each State emergency function. The guide is divided into 10 sections. Section 1 outlines the purpose of the basic plan. Section 2 reviews the responsibilities of State and Federal authorities. Section 3 outlines special definitions. Section 4 reviews the situation (vulnerability analysis and hazard analysis summary). Section 5 examines planning assumptions. Section 6 describes the concept of operations. Section 7 outlines the continuity of government in the event of an emergency. Section 9 reviews administrative, logistics, and mutual aid. And sections 9 and 10 include plan development, maintenance, and an addendum.
