This report provides information on all persons admitted to Hong Kong's drug addiction treatment centre (DATC) program in 1999, including information on their personal attributes, family, residence, addiction, and criminal history.
Abstract
The DATC program is operated by the Correctional Services Department. The program provides residential treatment for convicted drug addicts, as it provides the courts with an alternative to sending a drug addict to prison. The program aims at enabling drug addicts to lead a drug-free and useful life. The three phases of the program focus on restoring physical health, eliminating psychological and emotional dependence on drugs, and reintegration into the community. A total of 1,372 persons were admitted to the compulsory program in 1999, a 23-percent decrease from 1998. This report provides information on the following personal attributes of program participants: age at admission, place of birth, educational attainment, and activity status and occupation. Family information encompasses marital status and living arrangements. Information on residence includes the district of residence and type of accommodation. Addiction information covers age at first use of drugs; cause claimed and peer association at first drug use; types of drugs used; the daily cost of drugs; method of taking drugs; procurement of drugs by district; and length of addiction. Criminal history information includes triad affiliation, age at first conviction, first offense, previous convictions, previous institutional sentences, and current offense. 23 tables and 10 charts
