The annual report on school safety was intended to replicate a toolbox for use in fighting the battle of school crime and violence. The report is divided into four chapters representing students at the middle or high school level and addressing intentional injuries and crimes against students and teachers. Chapter One presented national data on school crime and violence, followed by data on selected States and localities and data on harassment and hate crimes. Chapter Two highlighted 23 of the newest communities practicing collaboration and problem-solving as grant recipients under the Safe Schools/Healthy Students Initiative, as well as the accomplishments and challenges of 10 of the initial grantees, after 1-year of operation. The initiative promoted comprehensive strategies providing enhanced educational, mental health, social service, law enforcement, and juvenile justice system services to students, schools, and communities. Chapter Three focused on the issue of school discipline policies, specifically suspensions and expulsions. A significant increase was seen over the last 25 years in the number of students suspended, as well as disparities in student suspensions by race. Chapter Four lists resources for additional information including Federal agencies, organizations, Web sites, and contact information. These resources aid in assisting schools and communities develop and enhance comprehensive school safety plans. Figures
