The Vera Institute of Justice has been operating three demonstration projects in New York City testing innovations related to youth safety and justice that include: (1) the study of adolescents in New York City and their exposure and response to violence; (2) the improvement of support that school safety officers and the division of school safety provide to principals, students, and school-based management teams; and (3) the designing of a more robust role for school safety agents allowing them to support school staff while operating outside of school boundaries and school hours. From these demonstration projects, 10 rules were developed to guide governors across the country in making schools safer for learning; they include: (1) don't panic; (2) don't be complacent; (3) keep a focus on middle school; (4) keep focused on adult relationships to help children avoid violence; (5) don't be distracted by school size or location; (6) define school safety broadly; (7) create long-term interagency partnerships; (8) reward schools for inclusion; (9) reward all agencies in your State when the young people they serve succeed in school; and (10) respect children.
