Annotation: This report provides data on the number of accused or adjudicated juveniles in residential placement on the last Wednesday of October 1999; this data was compared with similar data for juveniles held in residential facilities in 1997.
Abstract: The Census of Juveniles in Residential Placement (CJRP) identified 134,011 juveniles assigned to beds in 3,712 public, private, and tribal facilities. Individual-level data were collected on residents who were less than 21 years old; assigned to a bed in a residential facility at the end of the day on October 27, 1999; charged with an offense or court-adjudicated for an offenses; and placed at the facility because of the offender. There were 108,931 juvenile offenders who met these criteria, and they were held in 1,136 public, 1,794 private, and 9 tribal facilities. The population of juvenile offenders in residential placement increased in 32 States between 1997 and 1999. The increases ranged from 1 percent to 33 percent; and in half of these States, the increase was 10 percent or greater. In the remaining 18 States and the District of Columbia, the decrease in the proportion of juvenile offenders in residential placement ranged from 1 percent to 38 percent. In half of these States, the declines were 6 percent or more. 4 tables
