This report reviews the work engaged in and the products produced by the Office of National Drug Control Policy (ONDCP), as well as an update on ONDCP’s legislative mandates and reporting requirements.
Abstract
The Drug Control Research, Data, and Evaluation Committee (DCRDE), and its three Subcommittees, define and coordinate the research agenda for national drug control. The following principles have been identified to guide the major national priorities for drug abuse prevention policy: (1) the promotion of research-based initiatives that provide the basis for national drug control policies; (2) to encourage the substance abuse prevention community to increase research efforts focused on a broad range of evaluation strategies; (3) to create opportunities for research on health risks and the medical and social consequences of drug abuse in order to define the scope and magnitude of the problem; (4) to provide continuous feedback systems and outcome monitoring of the effectiveness of treatment service delivery and performance, including treatment alternatives for the drug-involved offenders; (5) to support a broad-based system of research-to-practice for technological transfer of new information to substance abuse treatment practitioners; and (6) to enhance information coordination and work with technical agencies that conduct data collection and research. These principles have restructured the management of the drug problem into three main policy areas: (1) preventing drug abuse before it starts; (2) providing treatment for drug abusers; and (3) disrupting the economic market for drugs. The President’s 2003 National Drug Control Strategy set forth the following objectives: (1) 2-year goal: to approach a 10 percent reduction in the current use of illegal drugs by individuals aged 12 years and older; and (2) 5-year goal: to approach a 25 percent reduction in the current use of illegal drugs by individuals aged 12 years and older. ONDCP’s drug policy research agenda will be led by these principles and priorities. Appendixes contain an inventory of current Federal drug control data resources compiled by the DCRDE. Appendixes
