This Field Operations Guide (FOG) was designed for the Office of Foreign Disaster Assistance (OFDA) by the U.S. Agency for International Development/Bureau for Humanitarian Response/Office of Foreign Disaster Assistance (OFDA) as a reference tool for those sent to disaster sites across the world to conduct disaster assessments or respond as a member of an OFDA Disaster Assistance Response Team (DART).
Abstract
It is the responsibility of the U.S. Agency for International Development/Bureau for Humanitarian Response/Office of Foreign Disaster Assistance (OFDA) to provide foreign disaster assistance and coordinate the United States response to disasters aboard. This foreign disaster assistance is an outcome of the Foreign Assistance Act of 1961. This Field Operations Guide (FOG) was developed by these organizations to serve as a reference tool for individuals sent to disaster sites aboard to perform initial assessments or participate as members of an OFDA Disaster Assistance Response Team (DART). The FOG provides information on: (1) the general responsibilities for disaster responders; (2) formats and reference material to assess and report on populations at risk; (3) an understanding of the terms, concepts, procedures, and measurements used in disaster relief for populations at risk; (4) an overview of DART; (5) samples of forms and instructions for use during disaster assessments and responses and optional methods in performing required documentation, tracking, and accounting; (6) reference information on DART communications systems, maps and mapping, aircraft use and capabilities, OFDA stockpile commodities, and DART support equipment and supplies; and (7) a list of acronyms and terms used by OFDA and the humanitarian relief community and a list of terms and acronyms used by the Department of Defense (DOD) and potentially heard while coordinating assessment or relief activities with the military.
