The Center for Domestic Preparedness (CDP) provides a unique environment and opportunity to offer specialized advanced training to State and local emergency responders in the management and remediation of incidents of domestic terrorism, especially those involving chemical agents and other toxic substances. The Center was created to establish a Federal, State, and local training center for first responders to domestic terrorist acts. CDP manages the Chemical Defense Training Facility where individuals can be trained in a contaminated environment using “live agents” or actual toxic substances. This facility provides both training on the use of specialized equipment and in providing the confidence gained by being able to have operated in an actual contaminated environment. CDP serves as a member of the National Domestic Preparedness Consortium, which provides expertise and training to the State and local emergency response community. Three courses are offered at CDP: (1) Weapons of Mass Destruction (WMD) Technical Emergency Response; (2) WMD Hazardous Materials (HazMat) Technician; and (3) WMD Incident Command. The WMD Technical Emergency Response is a four-day training course designed to provide emergency response operational-level instruction on responding to and operating in a WMD environment. The WMD Hazardous Materials Technician is a three-day training course providing training on the composition, action, identification, and decontamination of WMD agents that have the potential for use in a terrorist incident. The WMD Incident Command is a three-day training course providing in-depth training on the composition, action, identification, and decontamination of WMD agents that have the potential for use in a terrorism incident. Representatives from local, State, and Federal emergency response agencies may attend the training, with training, travel, meals, and lodging provided at no cost to the organization or responder.
