The Strategic Intervention for High Risk Youth (SIHRY) project was established to prevent drug use and sales, delinquency, and school dropout, as well as other problem behavior. In order to be successful and accomplish its goals, SIHRY has to attack the problem through services with youth, their families, and their community. Potential SIHRY research project clients are identified through the school district with a target population of high-risk youth aged 11 to 13. Potential clients are identified through examination of their low grades, truancy, other school problems, and known drug use. The manual outlines the steps and processes to case managers when recruiting clients for SIHRY. It begins with an overview of the 4 steps in the recruitment process: (1) introduce the program and describe the services offered; (2) explain the research study and obtain signed consent to participate in the study; (3) obtain signed consent to participate in the program; and (4) gather background and locating information. In addition, the handling of reluctant clients, who can and cannot sign the research and program consent form, and participation in the research study, even if the client was not selected to receive services was discussed. The manual continues with information tools on transmitting forms to Westat, keeping track of recruiting efforts, and general procedures for contacting clients. The manual includes three appendices containing recruitment steps, questions and answers, and consent, background information, and contact log forms.
