This study investigated the motives for irregular migration from Azerbaijan and the routes and methods utilized in order to address the reasons behind the migration and countering its negative impact on society.
Abstract
In 2000, the International Organization for Migration initiated an investigation into those factors contributing to the irregular migration of Azerbaijani. The investigation began with a base-line survey in an attempt to identify the main migration trends in Azerbaijan. Seven regions in the country were included in the survey. The survey showed that the main reason Azerbaijani migrants moved to the West was mainly due to economic reasons. The survey also indicated that there was a growing interest in migration opportunities in the regions. It was confirmed that potential migrants depended entirely on smugglers in their efforts to move abroad. There was a significant increase in the risk of female migrants being trafficked. The report presents case studies, statistical data and information sorted from official and independent sources and interviews showing the problems of irregular migration from and through Azerbaijan have become a concern to both the government and the public. Recommendations are presented and cover areas such as raising public awareness of migration issues, developing national legislation on emigration, and improving intra- and intergovernmental coordination.
