This report presents the findings of a non-partisan working group convened to evaluate the potential benefits of faith-based and community-based initiatives in addressing quality of life issues, including criminal justice issues.
Abstract
This is a report by the 33 member Working Group on Human Needs and Faith-Based and Community Initiatives. In the report, the possible roles of faith-based and community-based organizations in ameliorating social problems, including drug and alcohol abuse and youth mentoring needs, are discussed. Twenty-nine recommendations concerning the effective use of faith and community-based initiatives are presented. Other information includes a review of the working group's bases for evaluation including a review of the legal and civic framework for the use of faith-based and community initiatives, a discussion of the historical principles of the separation of church, and State and a detailed discussion regarding funding needs for these programs including reviews of the private and governmental roles in such funding.
