Abstract
This document is an overview of the purposes and benefits of a juvenile holdover program for short term custody of juveniles, including specific instructions on how to develop an appropriate juvenile holdover program. Details include listings of currently active programs as well as program profiles for each named program including information on security level, staffing, eligible juvenile participants, and budgetary information for each program reviewed. Instructions for conducting a need and resource assessment for jurisdictions considering developing a juvenile hold over program are provided.
