This document complements a CSEPP (Chemical Stockpile Emergency Preparedness Program) video that illustrates the testing and evaluation techniques used to assess personal protective equipment (PPE) for use by CSEPP participants in the event of a chemical agent accident/incident; the video also addresses Federal regulatory requirements that govern the CSEPP civilian community emergency response protocols.
Abstract
The nine information sheets provided in this report were prepared for use in the CSEPP (Chemical Stockpile Emergency Preparedness Program) training courses, but the report can also be used as a "stand alone" guide for the selection of PPE. One information sheet addresses the selection of PPE, followed by an information sheet on worker exposure limits. Another sheet provides information on medical requirements for workers who wear respiratory equipment. A fourth sheet answers the question about whether 29 CFR 1910.120, which pertains to hazardous waste operations and emergency response, applies to the CSEPP. Information is also provided to aid in the selection of the appropriate level of PPE in response to a chemical warfare agent accident/incident. Attention is given to respirator filters, cartridges, and canisters in another information sheet, followed by a sheet that provides guidelines for the selection of appropriate respiratory equipment. An information sheet on the CSEPP's personal protective clothing covers the battledress overgarment; responder; chemical protective gloves, hood, overshoes, and apron; the ready bag; and powered air-purifying respirator. The final information sheet addresses chemical agent detection equipment for field use.
