This article reviews the partnership and relationship between the Ontario Provincial Police (OPP) bloodstain pattern understudy program and the Netherlands Forensic Institute (NFI).
Abstract
The use of bloodstain pattern analysis (BPA) was determined to play a strong role in the field of forensic science. The Netherlands Forensic Institute (NFI) being an extremely progressive laboratory predominantly in the area of computer science application, had searched for training and assistance in the area of BPA. With that, the Netherlands became part of the Ontario Provincial Police (OPP) BPA understudy program. The Canadian forensic community is known for its leadership in the implementation of computer programs for BPA with DNA analysis. In 2001, the OPP mentor visited the Netherlands and its NFI understudy to reexamine some old homicide investigations, reevaluate them for DNA submissions, and look at combining DNA results with BPA interpretation. It was hoped that other laboratories similar to NFI would pursue partnerships with Canada’s forensic identification units and laboratories in the future.
