This report, covering fiscal year 2001, July 1 through June 30, provides detailed offender data that offers information and insight into the inmate population and the operation of the Colorado correctional system.
Abstract
Offenders incarcerated in secure facilities, placement in community corrections programs, and supervised on parole are profiled in this report. Youthful offenders sentenced as adults are covered in the final section. Sentencing trends, technical prison returns, and length of stay for releases are some areas analyzed in this report. The impact of recent sentencing changes, including mandatory parole provisions, are shown in the admission and release sections. Changes in security level definitions and designations operated by the department of corrections are discussed in this report. It is noted that information regarding sex offenders has been influenced by recent court decisions wherein parole is now discretionary. Section four contains discussions of the court decisions leading up to this change and their effects. Section headings are: overview, inmate population trends, characteristics of adult prison admissions, characteristics of prison releases, and inmate population characteristics. The overview section contains population growth and legislative changes, population projections, a map of the facilities, and departmental reported incidents and escapes. Inmate population trends contains information on prison sentence and incarceration rates, jail backlog, facility capacities and population, and annual inmate costs. The characteristics of adult prison admissions section contains the following: adult prison admissions, court commitment characteristics, commitments with enhanced sentences, need levels of court commitments, and technical returns to prison. Characteristics of prison release include: prison releases, time served in prison, and recidivism. Youthful offender system includes: youthful offender system characteristics, admissions, and releases and terminations. The appendices include the topics of security levels and population of facilities, and operational capacity by facility. A list of 77 tables contained in this report is provided.
