The HIDTA Program is designed to allocate Federal resources to those areas that have the most serious drug-trafficking problems. The designation of a HIDTA is based on the extent to which the area is a center of illegal drug production, manufacturing, importation, or distribution; the extent to which State and local law enforcement agencies have committed their resources toward responding to the drug problem; the extent to which drug-related activities harmfully impact other areas of the country; and the extent to which an increase in Federal resources is needed to provide an adequate response to drug-related activities in the area. The key priorities of the HIDTA Program are to assess regional drug threats, design response strategies, develop and fund initiatives to implement the strategies, facilitate interagency coordination, and improve the efficiency and effectiveness of drug-control efforts. Each HIDTA is governed by its own executive board, consisting of representatives from Federal, State, and local agencies. This report profiles the work of each of the current 28 HIDTA's. For each of the HIDTA's, the report provides its mission statement, a summary of the drug threat in the area, an overview of the strategy to combat the drug threat, a description of the work of the Investigative Support Center, a list of participating agencies, and a summary of significant achievements in 2001.
