The model was adopted in 1912 in order to provide an alternative for a penal logic judged by some as not adapted enough for addressing the problem of juvenile delinquency. This was in the context of a reform that was criticized for its net widening of social control. The protective model was extended to minors in danger. This blurred the boundaries between delinquents and non-delinquents. The debate currently focuses on a re-penalization of the model of child protection.
