This report begins with a message from the Commissioner of the Hong Kong Correctional Services Department, and continues with sections on operations and institutional management, rehabilitation, and human resource management. A section on the Inspectorate and Management Services Division, in particular, discusses the work of the management services unit and the complaints investigation unit. Other chapters include information on the administration and the correctional services industries.
