Abstract
The DATC, which is operated by the Correctional Services Department, provides residential treatment for convicted drug addicts, while offering the courts an alternative to imprisoning drug addicts. The program's goal is to achieve the total rehabilitation of drug addicts, such that they can lead drug-free and useful lives. A total of 1,414 persons were admitted to the DATC in 2000, a 3-percent increase compared with 1999. The number of males admitted (1,227) increased by 2 percent, and the number of females (187) admitted increased by 8 percent. Information on the persons admitted to the DATC includes age at admission, place of birth, educational attainment, activity status and occupation, marital status, living arrangements, district of residence, and type of accommodation. Information on drug addiction addresses age when drugs were first used, the cause of first use claimed by the addict and peer association at the time of first use, type of drugs abused, daily cost of drugs, method of drug-taking, procurement of drugs by district, and length of addiction. Information on criminal history includes triad (organized crime group) affiliation, age at first conviction, first offense, previous convictions, previous institutional sentences, and current offense. 12 tables and 10 figures
