This bulletin presents the findings from the September 2001 Time Intervals Survey in England and Wales, which focused on the time between stages of proceedings for defendants in completed criminal cases in magistrates' courts.
Abstract
The survey found that the average time from offense to case completion for all defendants increased to 137 days in September 2001 from 132 days in September 2000. Considering only those defendants who were charged and not those who were summonsed to appear in court, the average time from first listing to completion decreased from 52 days in September 2000 to 51 days in September 2001; the average time from charge to listing remained at 6 days, as was the case in September 2000. For indictable cases, the average time from first listing to completion decreased to 56 days in September 2001 from 58 days in September 2000. Also for indictable cases, 29 percent of defendants' cases were completed at first listing in September 2001 compared with 26 percent in September 2000. The average time from offense to completion for defendants in indictable cases in youth courts declined to 88 days in September 2001 from 95 days in September 2000. For summary cases, the average time from offense to completion for defendants in summary non-motoring cases increased from 123 days in September 2000 to 131 days in September 2001. There was also an increase in delay for defendants in summary motoring cases; the average time from offense to completion increased from 150 days in September 2000 to 155 days in September 2001. 6 figures and 12 tables
