This report summarizes a program evaluation of the specialized sex offender probation programs implemented in three counties in Illinois.
Abstract
This year-long implementation evaluation of the project for the period of August 1997 to March 1999 is based upon a three-phase supervision regimen for offenders admitted to the program established by the Intensive Specialized Sex Offender Supervision program (ISSOS). The unique designs for the three programs are described, including the three-phase programs created for each of the counties. Short term outcomes are described. Coles County reported that despite monthly contacts, admittedly less than the program proscribed, 7 probationers with the program committed a combined total of 11 violations. However, this county did appear to most effectively use the judicial progress hearings in their supervision of offenders. Madison County reported that five juveniles committed a combined total of five technical violations with none receiving new criminal offense charges during the study period. Vermilion County reported that one group member was positively discharged, and three were suspended for technical violations. Tables provide information on probationer offenses and number of offenders with prior probation/incarceration sentences. In conclusion, it is noted that although sex offender programs have made substantial progress toward achieving their goals, there was not enough data to assess each program's impact on sex offenders under supervision.
