This annual report for 2002 from Onondaga County’s Probation Department discusses the implementation of a community supervision program.
Abstract
After explaining that in 2001 the Onondaga County, NY's Probation Department was one of five sites selected to receive technical assistance to review the department’s operations. The report briefly introduces the Broken Windows model of probation services. Following a discussion of the law enforcement partnerships developed between the Syracuse Police Department and the Onondaga County Sheriff’s Department, the report presents new collaborations for the year 2002, focusing on mediation and family conferences and integrated children’s intervention services. After describing the various groups involved in community partnerships with the Onondaga County Probation Department, the report details the opening of a new community reporting office, initiating an in-house GED program, and forming the Surveillance Treatment Rehabilitation Together Team for community supervision. Focusing on Onondaga County Probation Department’s programs, the report discusses investigations, probation supervision, driving while intoxicated, and domestic violence units. Presenting alternatives to incarceration programs, the report details electronic home confinement, intensive supervision and probation day reporting progress, residential programs at Rescue Mission and Brick House, pre-trial and conditional release programs, and the MATRIX chemical dependency treatment program for Onondaga’s incarcerated inmates.
