The total number of offenders under correctional supervision in fiscal year 2002 was 23,348, consisting of 17,367 inmates, 5,716 parolees, and 265 offenders in the Youthful Offender System (Y.O.S.). The inmate, parole, and Y.O.S. population trends for fiscal years 1997 through 2002 are presented. The jurisdictional population has increased 47.6 percent since 1997. This increase is due primarily to the inmate population growth of 42.3 percent. The adult inmate population has increased 384 percent since 1985. Several key pieces of legislation have influenced the size of the prison population since 1979, namely, changing sentences from indeterminate to determinate terms and the doubling of the maximum penalties of the presumptive ranges for all felony classes. The average length of stay projected for new commitments nearly tripled as a result of the latter change. Efforts have been made since then to reduce the impact of the initial legislation by lowering presumptive sentence ranges.
